The 2026-2027 heating season is almost upon us!

The online portal for returning applicants opens October 1st 2026, and re-certification paper applications will be mailed to returning applicants by November 1st 2026.  Returning applicants will need their CAPIC application number and pin to submit through the online portal.  Be sure to check out the updated 2026-2027 heating season income guidelines to see if you qualify.  Please call 617-884-6130 (press “1” to reach the Fuel Assistance/HEAP Department) with any additional questions about the income guidelines, and/or if you need assistance with your application number and pin.

CAPIC Home Energy Asssistance Program

CAPIC’s Home Energy Assistance Program (HEAP), sometimes known as fuel assistance or home heating assistance, helps homeowners and renters pay home heating bills and past due balances on utility bills. Assistance is available for income-eligible households to help pay home heating bills incurred between November 1 – April 30 of each year.

HEAP (Fuel Assistance) is designed to assist individuals/families who are home owners or renters. For renters, you can pay market rate for your living space, receive subsidized housing, have heat included in your rent or any combination of those arrangements and still qualify. HEAP/Fuel Assistance Program is also designed to assist with any heating source, so whether you heat with oil, gas, electric, wood, pellet, coal or any other deliverable fuel type, the Fuel Assistance Program may be able to help!

 

CAPIC’s Fuel Assistance program assists eligible households in Chelsea, Winthrop and Revere by helping to cover their primary home heating bill from November 1 – April 30. Once an applicant successfully completes their Fuel Assistance application, they will also become eligible for a discounted rate on their electric, or gas accounts. Those discounts will be applied directly by the respective utility company.

If you applied for Fuel Assistance with CAPIC last year then you will be mailed a “Recertification Application” automatically before the start of the new season (November 1, regardless of your prior year’s eligibility status). If you have never applied for Fuel Assistance, please call CAPIC at 617-884-6130 to schedule an application appointment with one of our Fuel Assistance Program team members; bi-lingual members are available to speak with you as well.
